Job Description Summary

Serve as a resource to customers by conducting initial assessments to identify skill development services available to assist with career opportunities. Provide information on work opportunities, create plans to build skills to meet those opportunities, and assist customers by making referrals to skill building workshops and individual training programs. Provide outreach on WIOA, Workforce Innovation and Opportunities Act, Title I job training programs and financial assistance for classroom training. Determine program eligibility, take applications and enroll eligible individuals meeting program guidelines in WIOA Title I training. Train other WIOA Caseworkers and provide oversight for budget and performance outcomes.   

Duties

1. Determine WIOA Title I program eligibility, take applications and enroll eligible individuals meeting program guidelines in WIOA Title I training.
2. Enter all WIOA Title I eligibility, application and enrollment information required in ncworks.gov. Gather all documentation required before and during program participation and either store or submit as required by state and federal guidelines.
3. Provide case management for WIOA Title I participants including support during completion of training, job search and job placement assistance, and career development advising.
4. Manage client accounts so that training monies are evenly disbursed throughout the training time and maintain WIOA Title I student expense workbook to track expenditures each semester. Provide oversight of training budget and performance outcomes. Recommend budget adjustments.
5. Conduct new Center customer registration, as well as RESEA and EAI review meetings, register new customers in ncworks.gov and demonstrate the job search, resume building and labor market information features of NCWorks online.
6. Introduce customers to various skills development services available at the Center including job seeking skills workshops and applicable career assessment activities to identify interests, work values, personality type and current skill levels and assist in career exploration and decision making process.
7. Assist in career exploration and decision making process by discussing assessment outcomes and providing labor market information so customers can make informed, realistic choices on where to begin their job search or if training is needed.
8. Represent the NCWorks Career Center and articulate the available services to the public. (ie. job fairs, rapid response meetings, lay-off meetings, agency fairs, etc.).          
9. Train other WIOA Case Managers on WIOA eligibility guidelines and documentation, accurate completion of applications, enrollment process, procedures for WIOA payment of tuition/fees and books, and Case Manager responsibilities throughout training and follow up period.
10. Other tasks as assigned.

Minimum Requirements

1. Bachelor’s Degree;
2. Three years of Case Manager experience with the Workforce Innovation and Opportunity Act;
3. Three years of experience in an NCWorks Career Center;
4. Three years of experience with career development and job search skills advising.

Preferred Qualifications

1. Master’s degree
2. Five years Case Manager experience with the Workforce Innovation and Opportunity Act.
3. Five years experience in an NCWorks Career Center and/or Division of Workforce Solutions or JobLink Career Center.
4. Five years experience with career development and job search skills advising.
